It is my honor to represent House District 148 in the Texas Legislature. I have been in office for 13 years and I am currently in my 7th term.

Each legislative session brings new surprises and experiences. I am committed to continuing to provide District 148
  with solid leadership so that we can work to build strong communities and provide opportunities for all Texans to succeed.

Early Voting

As you may have heard, the Democratic primary on March 4th is expected to have a record level of turnout.  Beginning today, you can beat the rush on election day and vote early at one of thirty-five locations across Harris County. Two of these locations are within District 148. Moody Park is located at 3725 Fulton, and Ripley House is located at 4410 Navigation Blvd.  If you wait until election day, you must vote at your precinct's designated polling location.

If you are a registered voter in Harris County, you can vote at any early voting location.  For a complete list of the early voting locations in Harris County, please click here.  Here are the hours of operation for all early voting locations:

Tuesday, February 19 - Friday, February 22: 8:00 A.M. - 4:30 P.M.
Saturday, February 23: 7:00 A.M. - 7:00 P.M.
  Sunday, February 24: 1:00 P.M. - 6:00 P.M.
Monday, February 25 - Friday, February 29: 7:00 A.M. - 7:00 P.M.

Joe E. Moreno

The late State Representative Joe E. Moreno (Houston) was born in Houston, Texas on August 12, 1964. The first of three children, Joe Moreno grew to love his community and the Houston area. He graduated from St. Thomas High School, and later attended the University of St. Thomas and Texas Southern University. He was elected in November 1998 to serve in the Texas Legislature from House District 143.

Representative Moreno had experience both as a legislator and staff member in the Texas House of Representatives. He previously worked as a Legislative Aide for former District 143 State Representative Al Luna, as well as serving as Chief of Staff and Campaign Manager for State Representative Jessica Farrar (Houston).

Representative Moreno's priority for the 79th legislative session was working on ways to clean up Houston's air. He filed the much publicized House Bill 2792 which sought to require daily fence line monitoring of major air pollutants. Representative Moreno continually advocated on the House floor for provisions that would seek to clean up Houston's air.
